I have reviewed this document as part of the Operational directorate's

ongoing effort to review all IETF documents being processed by the IESG. These

comments were written primarily for the benefit of the operational area
directors.

Document editors and WG chairs should treat these comments just like any

other last call comments.



Most use cases (except Section 4.9)  described in this draft are about end
devices/applications management instead of network management.



From the  “network” perspective, the end devices and their corresponding
Management systems are simply

Addresses

.  For some small devices that don’t have IP/MAC addresses, their corresponding
Gateways are the “End Devices” to the network.



In another word, those small devices are managed by their corresponding
management systems, which is completely out of “Network Management” domain.

E.g. the management system for Environmental Monitoring devices is completely
disjoint from the management systems for the  Bridges/road Monitoring, or
Medical devices Monitoring devices.



I think that the draft would at least specify what aspects of network
management is needed/recommended for each use case described. Intuitively, I
can think of having a hook from network management system  to each
corresponding devices/apps
 management systems.  The whole section 3 about life cycle of those devices is
 very much like cell phone activation/deactivation process from phone
 providers. What roles do network management play in this process?
