I previously reviewed version 09 of this draft and at that time stated that
it was "Ready with Nits" This review focuses on changes since that version
as well as my original review commentary.

I believe this document now has the status: Ready

My Nits and clarifications have been addressed in full and all the other 
changes made between versions 09 and 17 do not give me new reasons to nit
pick and otherwise provide greater clarity on an already well written document
