I found the draft to be easy to read, and it is ready with just one small issue:

The 2119 boilerplate needs to be updated to include RFC 8174, and a normative
reference to that RFC needs to be added. (I see the Doc Shepherd review also
mentions this.)

Nits:

   s/ad-hoc/ad hoc

   Title of Section 5.2 should be headline capitalized.

   There are a few places where there's a comma before "because". Those commas
   should be removed.
