I have reviewed draft-ietf-tls-downgrade-scsv-03
as part of Last Call reviews provided by OPS-Dir.

The memo seems ready to publish, and contains 
a section on operational considerations for server
upgrades (which can be conducted more smoothly if the 
recommendations are followed).  I only suggest to 
highlight the presence of these considerations in
the abstract, so operators are more likely to find
them. Something like: 
"Server upgrade considerations are included."
