I don't see any technical issues in the doc and I believe the doc is almost ready for publication.
One comment I have on this doc is it might be good if the doc clarifies the meaning of publishing it
as an informational doc. Does this mean the community discourages to do new work (not maintenance) 
for TLS 1.2 in general while allowing some exceptions? If the community wants strict enforcement, 
wouldn't it be better if publishing it as a standard track doc?
