This is an Operations Directorate review of
draft-leiba-smime-type-registry-02 for its operational impact.

Summary: This draft is ready for publication as a Proposed Standard RFC.

This draft creates an IANA registry for the smime-type values used with
the application/pkcs7-mime media type by S/MIME.

The security considerations section says:

   This document is purely administrative, and presents no security
   issues.

It has no operational impacts for the same reason.  It has some benefit
for manageability by providing a single place for management tools that
interpret smime-type values to obtain a list of the valid values and
associated RFCs.  The "RFC Required" policy for management of this
registry is appropriate.
