This is a trivial document that specifies an new HTTP status code for permanent redirects (HTTP already has status codes for permanent moves, and temporary redirects). The security consideration section says "All security considerations that apply to HTTP redirects apply to the 308 status code as well", and that is sufficient here. --Paul Hoffman
