Technical Summary
 
 RFC 1731 was the predecessor to SASL (RFC 2222, 4422) that was used
 by old versions of IMAP (RFC 1730, 2060) and POP AUTH (RFC 1734).  All
 normative references to it have now been obsoleted so it is time for
 this to be obsoleted.

 This was the request of an individual submission.

 This was reviewed for the IESG by Chris Newman.
