Just to follow up on Ned's comment; he's right, that's where it belonged. But since this bit was laready needed by X.500 when we discovered the problem, waiting and issuing an update seemed to take to long; it was also enough of a change that a new last call was required. So it is a separate doc, rather than folded in.
