His review:

This draft is ready for publication as an Informational RFC,

nit: While I understand that one needs terminology to understand some
of the description, it is usually better (and I believe it would be
better for this document) to introduce the topic of discussion before
giving the terminology and related items.  I.e. Much of section 2
belongs before section 1.
nit: There is a trailing symbol at the end
of section 5.

[Ballot discuss]
Section 4.8.1 says:
  :
: If the PMK (Pairwise Master Key) is reused across multiple
: WTPs, then requiring a 4-way handshake for each WTP that the station
: associates to, followed by the transfer of that PTK from the AC to
: the WTP, would ensure that a different PTK is used at each WTP.
  :
I believe that each WTP has its own MAC address.  So, each WTP looks
like a full-blown AP to the STA.  The STA is sheltered from the WTP/AC
separation, and it cannot tell that PMK is not being reused across
truly different APs.  To the STA, the share PMK looks like a
  compromised PMK.

In order for the PMK to be shared, there needs some way for the STA to
securely learn the MAC addresses of the different WTPs that are
  legitimately sharing the PMK.

[this is close to a DISCUSS, since the document seems to be self-contradictory]

1.4 says that a "Fat Access Point" can be referred to a a WTP.  It says the same for "Thin Access Point".  In other words, WTP can refer to both concepts.  Since one of the document is to clarify terminology (and in particular to disambiguate the phrase "Access Point"), this seems odd.
