I don't understand the difference between cryptographic randomness and
pseudorandomness in the security considerations section Are you saying
that a cryptographic pseudo-random generator is inappropriate for
generating tags If so, that seems unnecessary as that is probably the
only scalable way to generate cryptographically strong tags in many
situations.  A PSTN gateway is not likely to have a good enough
hardware random number generator to generate tags from a physical
random source.
