I believe that this paragraph or section needs removing or at least clarify what "changes" mean in an RFC: "Participants should understand that this specification has evolved over the last year and will likely change again as requirements are further refined. While dramatic changes are not expected and every effort is being made to minimize gratuitous changes, participants should be prepared to adopt such changes as they arise." Similarly: "In a later draft, a formal grammar will be used to precisely define the rules, for now, this section summarized the most salient syntactic rules for this encoding:"
