I'm quite surprised to be able to support publication of this document
and especially support doing so as a BCP.  I expected to have a
discuss based on some of my and others' comments in the first and
second last call.  However that ended up not being the case.  While I
agree with the general principle that John Klensin raised, I think
that in this case BCP is an appropriate status.
