 - in 4 page 11: IHMO "unknown content and origin" is a bit weak, I'd prefer
   something like "unknown content or untrusted origin"?

While I agree with Magnus that an aggregated "what's different" would be handy, I don't think we consistently require such a thing be present.  If there is no working group assessment that it is needed, I think we should not create a new requirement that it be present.

The original solution seemed overly hackish.  Sadly, this bis draftn
moves in the same direction.
"Bleh, but it will work," is roughly my reaction
