EMSA-PKCS1-v1_5 padding used in RSA signatures?

Taking also Lars's discuss:
RFC2313 is an obsolete normative reference; the text should point to
RFC3447,and more specifically the RSASSA-PKCS1-v1_5 signature algorithm
(since that's the only RSA algorithm discussed in this draft).

I'm concerned about the transition mechanism from the deployed algorithms
to these new algorithms.  Shouldn't this specification at least mention

I'm concerned about the transition mechanism from the deployed algorithms
to these new algorithms.  Shouldn't this specification at least mention
that these OIDs can be used as an SMIMECapability [RFC 3851]?  Or will we
have to write separate specs updating RFC 3851 (and every other CMS
application's capability mechanism) every time we add a new CMS algorithm
before it's legal to announce use of those algorithms?

For that matter, it's unclear to me how SMIMECapability can actually be
useful without an extension to vCard that allows it to be stored in a
personal address book entry...
