Section 1., paragraph 1:
> NENA is the "Voice of 9-1-1" in North America. NENA's mission is to
> foster the technological advancement, availability and implementation
> of a universal emergency telephone number system (9-1-1). In
> carrying out its mission, NENA promotes research, planning, training
> and education. The protection of human life, the preservation of
> property, and the maintenance of general community security are among
> NENA's objectives. NENA serves as a link in the delivery of
> emergency services. 9-1-1 has, throughout its evolution, become
> recognized as an asset of the North American public.

I feel like I am reading an advertisement for NENA here...

You have to love it when people have nothing better to do than pick
trivial nits :-)

Abstract...

"URN name model"

Should that be "URN model"?

Abstract...

   Management activities
for these and other resource types are provided by the National
Emergency Number Association (NENA) Registry System (NRS).

You have already defined "NENA" so...

   Management activities
for these and other resource types are provided by the NENA
   Registry System (NRS).

---

Introduction...

Should expand "NENA" on first usage.

---

Section 2...

TNRS will maintain a website at a stable address which provides XML
and text renderings of the urn:nena registry.

Is this a typo? s/TNRS/NRS/ ?

Like Lars, I was bothered a bit by some of the style in the Introduction section. Not quite RFC style, IMHO.

1) Just nit picking here, but in the 1st paragraph of the introduction it says that NENA's mission is .... universal .... but then it's goes on to say it's just for N.A. Is NENA really shooting for universal 9-1-1 or just in N.A.?

2) RFC 2141 requires US-ASCII so you could change:

The "NENAclass" is a US-ASCII string that conforms to the URN syntax ...

to

The "NENAclass" conforms to the URN syntax ...
