The following is some background for this draft, please forward it
to IESG along with this request ...

This draft was submitted to ISE directly, the authors said "it has
not been discussed in any IETF Working Group."

It describes the specification of the 128-bit blockcipher CLEFIA,
which they say has the following two advantages compared with
existing 128-bit blockciphers, e.g. AES, Camellia, SEED and so on.

Security:
Cryptanalytic techniques on blockciphers are being improved. CLEFIA
was designed based on advanced cryptanalytic techniques after AES
was designed. The cipher algorithm has been scrutinized in the public
crypto community since 2007.

Performance:
CLEFIA also offers high performance in software and hardware as well
as lightweight implementation in hardware. CLEFIA will be of benefit
to the Internet which will be connected to more distributed and
constrained devices.

Jim Schaad reviewed it for me, and has worked with the authors to
improve it. He believes it's now ready to be published.
