10.1: It seems to me that all of these should be normative references. 3.13: " Global URNs are relevant for the space agencies networks both in space and on Earth." One wonders if the "Global" scope is not big enough :-)

Suggestion: might be nice to add an ack to Adrian Hooke in section 9. Not sure why, but this kind of cross-organisational document seems like an appropriate place to acknowledge his efforts.
