I have reviewed only the deltas from RFC5653, and am balloting No Objection based on this diff: https://www.ietf.org/rfcdiff?url2=draft-ietf-kitten-rfc5653bis-06&url1=https://tools.ietf.org/rfc/rfc5653.txt

(Alissa Cooper; former steering group member) (was Discuss) No Objection
Thanks for answering my DISCUSS question.
(Ben Campbell; former steering group member) No Objection
I support Alissa's discuss position. 5653 had the 2119 boilerplate, but no upper-case keywords. IIUC, the authors removed the boilerplate because of that. But keep in mind moving to the 8174 boilerplate is not a drop-in replacement.
