The DES and IDEA cipher suites specified in [RFC5469] were specifically removed from TLSv1.2 by [RFC5246]; those old versions of (D)TLS are being moved to Historic by status-change-tls-oldversions-to-historic. With no current versions of (D)TLS left with which these cipher suites can be used, they are historical artifacts, and the corresponding specification should be moved to the Historic state.
