As part of the work on TLS1.3 the TLS working group have decided
to distinguish standards track ciphersuites from others. Some of
the ciphersuites documented in RFC5289 are very widely used yet
that RFC is informational, hence this status-change.

The working group discussed this a number of times as a part
of their changes to how TLS ciphersuites are categorised. The
decision to go ahead with the status change is documented in
this [1] thread.

This seems like a fine thing to do.

I am curious about whether there's an intention to uplift other Informational cipher suites RFCs to proposed standard - I don't know the topology here, but I do see that we've published Informational RFCs with "cipher suite" in the title, as recently as 2014 (per https://datatracker.ietf.org/doc/search/?name=Cipher+suit&rfcs=on).

But I'm a No Objection, no matter what the answer is.

In order to issue a ballot for IESG positioning we moved the document forward in the process before the LC ended. To preserve the state history, we placed the document back in LC until its original end date (March 17, 2017).
