Distinguished colleagues of the ITU-T IPv6 group, We have reviewed your liaison to the Internet Engineering Task Force, dated 2010-05-10. We are very pleased that the ITU recognises the importance of IPv6 and wishes to help ensure its widespread, rapid, and successful deployment. In Annex 1, "1: Terms of References of the ITU IPv6 Group", we note these items: "The group should study in particular: a. to draft a global policy proposal for the reservation of a large IPv6 block, taking into consideration the future needs of developing countries. b. to further study possible methodologies and related implementation mechanisms to ensure 'equitable access' to IPv6 resource by countries. c. to further study the possibility for ITU to become another Internet Registry, and propose policies and procedures for ITU to manage a reserved IPv6 block." As you know, there is an existing mechanism for allocating IPv6 addresses today. That mechanism has successfully allocated address blocks to those who have requested them. In order for us to better respond to your liaison, could you help us to understand precisely the problems that the authors of the terms of reference see with the current mechanism that would be resolved if these study items lead to changes in that mechanism?
