As I understand it, OMA amended their IPR policy to require OMA members to license IPR needed to implement OMA specifications under RAND to non-members of OMA in addition to members of OMA, whereas the previous policy required licensing only to members of OMA. The new IPR policy took effect on 1 January 2005. The practical impact of this change then was as follows: - Specifications approved by the Technical Plenary and the Board on or before 31 December 2004 will be governed by the old IPR policy; - Specifications approved by the Technical Plenary and the Board on or after 1 January 2005 will be governed by the new IPR policy. In February 2005, after discussions with the OMA Technical Plenary and subsequent legal analysis, the OMA Board concluded that it would be in the interests of the OMA members and our cooperation partners if all of the existing Specifications would be governed by the new IPR policy. Subsequently, OMA completed the inventory of the pre-2005 specifications as part of the practical implementation of the new OMA IPR policy, and the OMA Board Directors have approved these to be governed under the new IPR policy. I have attached the inventory, approved by the OMA Board of Directors, with this letter for your information since we understand that the list of specifications that were subject to this process would be important information for you.
