We share the concerns raised by ITU-T SG15 Q.12 and communicated to you via TD 207 (WP4/13) on the inconsistency with RFC3429. Additionally, we do not appear to have been liaised the documents that fully describe the procedures that apply to the new data elements defined in G.8114, and therefore we are unable to validate that the proposed protocol, as a complete entity, is compatible, consistent, and non-harmful with IETF MPLS. We are aware that these documents are currently in the process of being updated and regret that although you anticipate finalizing these documents in January, we will not be able to review final stable text to assure that our concerns are fully addressed. As we communicated to you through TD 199 (WP4/13), our concerns are that these two documents specify requirements for, and actual, technical changes to the definition of MPLS Label 14, and that such changes needed be reflected in an update to RFC3429. RFC3032 states that label 14 is assigned on the basis of IETF consensus. Any substantive change to the definition of this label therefore similarly requires IETF consensus for that change. The technology defined by G.8113 and G.8114 is covered by the MPLS change process defined in RFC4929, which was previously liaised to SG13. We also draw your attention to the proposed method of IETF-ITU-T cooperation on T-MPLS described in Annex 4 of TD 447 (WP3/15). This clearly states that the IETF Standards Process must be used for changes to IETF MPLS technology. For this proposal to gain final acceptance it is important that we operate in good faith according to the proposal. Given the absence of stable text for these two recommendations, and that there is insufficient time to execute the required IETF Standards Process to modify the definition of MPLS Label 14 before the SG13 Plenary in January 2008, we strongly recommend that ITU-T SG13 delay approval of Recommendations Y.1372/G.8113 and Y.1373/G.8114 until the technical and procedural issues are resolved and the necessary IETF Standards Process actions needed to modify the definition of MPLS label 14 have taken place.
