May 5, 2003 T1M1/2003-060 ( ftp://ftp.t1.org/T1M1/NEW-T1M1.0/3m100600.pdf ) Subject: T1M1’s New Primary Method of Operation and Increased Collaboration Opportunities Dear Liaison Partner and OAM&P Stakeholder (see attached "To List"): T1M1 (Operations Administration Maintenance and Provisioning OAM&P - Technical Subcommittee in Committee T1) is in the process of moving most of its work to a non face-to-face meeting method of operation (using virtual meetings, conference calls, structured email discussions, etc.) for standards formulation - without sacrificing transparency, openness, or due process. This decision is based on several recent successful work items that primarily used this method of operation including Management Plane Security, Unified Ordering Model, and Physical Layer Transport Performance Management. This method of operation provides for more flexibility in work scheduling (on a per work item basis) to rapidly respond to industry needs and provides for the ability to rapidly execute most formal actions (i.e., Letter Ballots, Liaisons, USSG-B/ITU-T contributions, etc.) once consensus is achieved by participants of a Working Group (with T1M1 Member and T1M1 Chair oversight) rather than requiring approval at a T1M1 quarterly face-to-face plenary meeting. This means that there is an increased opportunity for efficient and effective collaborations on OAM&P and Network Management work in the future especially where American National Standards and/or contributions to ITU-T SG4 are required. T1M1 has three major work initiatives that interrelate, as follows: Common OAM&P Functionality and Technology: Current work efforts in this area provide for significant standards efficiency and industry efficiency by providing for common frameworks and models that many or all Inter-Administration OAM&P (i.e., Data Interchange) standards and Network Technology Specific OAM&P standards can utilize as a foundation. This provides for the rapid formulation of these standards as well as the opportunity for efficient implementations thereof. Examples are: Management Plane Security, Common Alarm Management and Performance Management Functions, tML/XML (telecom Markup Language / Extensible Markup Language) Framework, CORBA (Common Object Request Broker Architecture) Framework, etc. T1M1 is a major contributor to ITU-T in this area. Inter-Administration OAM&P (a.k.a. Data Interchange): Current work efforts in this area provide for interoperability and intercommunications between service providers (and between service providers and customers), i.e., IXC-LEC, CLEC-ILEC, etc. This work requires a close collaboration with related fora, such as OBF, TCIF, and TM Forum. The key areas of work are: coding schemes for information interchange (e.g., Service Provider Codes), and OSS to OSS interconnection interface application standards (i.e., Access Ordering, Local Pre-Ordering, Unified Ordering Model, etc.). Network Technology Specific OAM&P: Current work efforts in this area provide for network technology specific OAM&P interoperability between and among service providers' and suppliers' systems, i.e., network technology specific OAM&P interoperability between and among OSSs, Element Management Systems (EMSs), and Network Elements (NEs); e.g., Physical Layer Transport Performance Management.
