AT&T Corp., in accordance with Section 10 of RFC 2026, wishes to make
the following general statement:

To the extent employees of AT&T make a contribution which is incorporated
in an adopted IETF Standard, and to the extent that one or more claims of
patents that are owned and controlled by AT&T are necessary to the
implementation of such IETF Standard, AT&T will, upon written request,
offer non-exclusive licenses on fair, reasonable and nondiscriminatory
terms to prospective licensees (such terms including a reciprocal grant
back from the prospective licensees) under such patent claims for the
implementation of that IETF Standard.
