The reasonable non-discriminatory terms are:

With respect to products that do not implement a wireless wide-area network (WWAN) interface, if this standard is adopted, Qualcomm will not assert any patents owned or controlled by Qualcomm against any party for making, using, selling, importing or offering for sale any non-WWAN product that implements the standard, provided, however that Qualcomm retains the right to assert its patents (including the right to claim past royalties) against any party that asserts a patent it owns or controls (either directly or indirectly) against Qualcomm or any of Qualcomm's affiliates or successors in title or against any products of Qualcomm or any products of any of Qualcomm's affiliates either alone or in combination with other products; and Qualcomm retains the right to assert its patents against any product or portion thereof that is not necessary for compliance with the standard.

With respect to products that implement a WWAN interface, Qualcomm will not charge a royalty rate for WWAN products that practice the standard that is higher than its applicable standard royalty rate for WWAN products (subject to Qualcomm’s standard terms and conditions) that do not practice the standard, provided, however that this commitment does not apply to any party that asserts a patent it owns or controls (either directly or indirectly) against Qualcomm or any of Qualcomm's affiliates or successors in title or against any products of Qualcomm or any products of any of Qualcomm's affiliates either alone or in combination with other products; and this commitment does not apply to any product or portion thereof that is not necessary for compliance with the standard.
Separate royalty-bearing licenses will be available to anyone who prefers that option.
