Amended Licensing Declaration:

ALCATEL-LUCENT submits this statement for IETF RFC 6073.  If any claims of any ALCATEL-LUCENT
patents are necessary for practicing the standard, any party will have the right to use any such
patent claims under reasonable, non-discriminatory terms, with reciprocity, to implement and fully
comply with the standard.
The reasonable non-discriminatory terms are:  (1) upon request made by email prior to December 31,
2011 and in accordance with the procedure set forth below, ALCATEL-LUCENT will grant a requesting
party a covenant that ALCATEL-LUCENT will not assert any such patent claims contained in any patents
owned or controlled by ALCATEL-LUCENT against such party or a Customer (as defined below) of such party,
for making, using, selling, importing or offering for sale a product that implements the standard,
provided, however that ALCATEL-LUCENT retains the right to assert such patent claims (including the
right to claim past royalties) against any party (or any Customer thereof) that asserts a patent it
owns or controls (either directly or indirectly) against ALCATEL-LUCENT or any of ALCATEL-LUCENT's
affiliates or successors in title or against any products of ALCATEL-LUCENT or any products of any
of ALCATEL-LUCENT's affiliates either alone or in combination with other products; and ALCATEL-LUCENT
retains the right to assert its patents against any product or portion thereof that is not necessary
for compliance with the standard, and (2) after December 31, 2011, ALCATEL-LUCENT is prepared to grant
the covenant described in (1) under the same terms, but with a Possible Royalty/Fee.
Royalty-bearing licenses will be available to anyone who prefers that option.

Definitions:

"Customer" means a party that receives or obtains a product directly or indirectly from a party making
a request pursuant to Section (1) above, but only with respect to products in the form furnished by such
requesting party to such Customer.  For the avoidance of doubt, "Customer" includes distributors, resellers
and end-users. 

"Subsidiaries" of Alcatel Lucent shall mean all companies controlled by Alcatel Lucent, "to control" within
the meaning of this declaration means to have directly or indirectly, a controlling interest in such company,
at any time after this declaration has been given and as long as such an interest exists, by owning a majority
of the voting stock or equivalent
voting rights.

Procedure regarding (1) above:  Upon receipt of an email sent to the contact listed above
(Donald.dinella@alcatel-lucent.com) requesting the covenant, ALCATEL-LUCENT will respond by acknowledging
receipt of the request on behalf of the party (either individual or legal entity) making the request and the
grant of such covenant to such requesting party.
