This is to advise the IETF that Microsoft believes it has patent(s)
and/or pending application(s) that relate to the technologies
discussed in this submission.  Microsoft intends to make licenses
available under any such patent(s) or pending application(s) as
follows:

If part(s) of this contribution is(are) included in an IETF standard
and Microsoft has patent(s) and/or pending application(s) that are
essential to implementation of such included part(s) in such
standard, Microsoft is prepared to grant a license to implement such
included part(s) on royalty-free, reasonable, and non-discriminatory
terms and conditions, provided a reciprocal license is granted to
Microsoft and other parties under any patents or pending
applications that the license applicant has to any technology
essential to implement that IETF standard.
