If Alcatel or any of its Subsidiaries holds the copyright for any
contribution of an employee of Alcatel or any of its Subsidiaries to
any document of IETF, Alcatel hereby grants to IETF a non-exclusive,
royalty-free, license under such copyright to print, publish, translate
and distribute such contribution as an IETF document. The license is
available whether the contribution is presented as a printed document
or as a computer program in whatever code, however this license does
not apply to licenses under "Essential Computer Programs" referred to
under B below.

Subject to a license agreement being made before use of our Essential
Patents (as hereinafter defined) or Essential Computer Programs (as
hereinafter defined), and subject to a reciprocal license under similar
conditions being available to Alcatel and its Subsidiaries under
Essential Patents and Essential Computer Programs of the applicant,
Alcatel hereby declares:



A. Patent Licensing Declaration

- If any proposal submitted by Alcatel or any of its Subsidiaries
  through any of their employees is agreed in any IETF Standard
  according to IETF-RFC,
- and if the proposal contains any invention for which patents have
  been issued or for which patent applications have been filed and
  published which grant protection to Alcatel or any of its
  Subsidiaries,
- and if such invention is technically unavoidable to implement such
  IETF Standard ("Essential Patent"),

Alcatel is prepared to grant licenses under such Essential Patents on
non-discriminatory, reasonable terms and conditions for implementation
of such IETF Standard in any country where such IETF Standard is to be
applied and a pertinent Essential Patent of Alcatel or any of its
Subsidiaries does exist.


B. Copyright Licensing Declaration

- If Alcatel or any of its Subsidiaries holds the copyright in any
  computer program submitted by Alcatel or any of its Subsidiaries
  through any of their employees,
- if such computer program is accepted in any IETF Standard,
- and if such computer program is unavoidable for implementation of the
  IETF Standard ("Essential Computer Program"),

Alcatel is prepared to grant licenses under such Essential Computer
Program on non-discriminatory, reasonable terms and conditions for
implementation of such IETF Standard in any country where such IETF
Standard is to be applied.


C. Definition of Subsidiaries

"Subsidiaries" of Alcatel shall mean all companies controlled by
Alcatel, "to control" within the meaning of this declaration means to have, directly or indirectly, a controlling interest in such company,
at any time after this declaration has been given and as long as such
an interest exists, by owning a majority of the voting stock or
equivalent voting rights.
