This is to advise the IETF that IBM believes it has filed patents
that relate to the MPLS working group.

In accordance with the intellectual
property rights procedures of the IETF standards process,
IBM is willing to offer, upon written request from the implementers of
the MPLS, a non-exclusive license under reasonable and
non-discriminatory terms and conditions.

In support of IETF intellectual property rights procedures, IBM is willing
to offer non-exclusive licenses,upon written request from implementers of
MPLS, under reasonable and non-discriminatory terms and conditions, in
accordance with IBM's usual licensing practices, when there is a necessary dependence upon IBM patents to implement MPLS.
