Copyright registration for contributions to the following MELPe standard's reference implementation files: Notes: Compandent Inc. participated in the development and implementation of the MELPe vocoder standard under contract with NSA/DoD. Compandent contributed to the MELPe standard reference implementation, such code also appears in the standard's Annex. Compandent also owns registered copyrights in portions of the NATO STANAG 4591 MELPe standard reference implementation. In addition, in my opinion it would be very beneficial and safer to the IETF members and users to be aware of the facts above, when implementing MELPe based communications system using the payload described in the draft. Therefore I believe it would be professional and appropriate for IETF to eliminate any potential ambiguity, and to include our company Compandent among the companies listed in the abstract of the IETF draft and documents related to MELPe. For example in "draft-demjanenko-payload-melpe-00" and its potential subsequent documents. Compandent charges royalties for selling and using its IPR in MELPe. The royalties for the copyrights are waived for uses by (1) the U.S. government, (2) NATO and Partnership for Peace governments, or (3) their vendors in connection with the use, sale or delivery of MELPe products to these |
