Don Hall, was awarded U.S. Patent No. 5,126,728 in 1992 with claims that
define  methods used in VPN Virtual Private Networking,  when used in
combination with encryption and/or guard functions.

VPN exploits methods described in said patent.  Non exclusive licenses,
on relevant patent claims, may be made available for a reasonable fee.
These licenses will be granted for implementation and use as
defined in the relevant RFC documentation. Continued development of
generalized security methods based on encapsulation are discouraged
without obtaining licenses when applicable.

Commercial and government organizations exploiting VPN should obtain a
license for use of relevant encapsulation methods and and may contact:
