The US6370629 Patent and the Geospatial Keying System which is copyright controlled and is the sole property of the PRA/Glassey/McNeil is infringed on by this draft 5905 in the design of the Location Based Service aspects of NTP and its new Cryptographic Extensions.
The US Patent was issued properly but for some funny reason the Settlement which we allege was extorted under Economic Duress doesnt mention that there was at the time of its execution SIX instances of US6370629, the American one of course, an Australian Instance called 54015/99, a South African one (ZA9906799A), a Brazilian one (BR9904979A), a Canadian one (CA2287596A1) and the EU Filing (EP0997808A3).
The Settlement ONLY TALKS ABOUT THE US PATENT AND DOES NOT DISCLOSE THE EXISTENCE OF THE OTHER FIVE INSTANCES. NO AUTHORIZATION TO FILE ANY OF THEM AT THE TIME THEY WERE FILED WAS PROVIDED. THE ONLY ONE WITH A RELEASE WAS THE ZA INSTANCE AND IT WAS DEMANDED AND SUPPLIED 6 MONTHS AFTER THE FILING, BUT IN ALL INSTANCES THE FILING WAS DENIED SAYING THAT THERE WERE NO FOREIGN PATENTS FILED AT THE TIME OF THE SETTLEMENTS EXECUTION. Something clearly untrue based on evidence available today. That means under California Law the Settlement is functionally voide meaning that your corporations as Public Entities are not licensed to use this IP without payment for it.

Licensing is available for NTP Servers running 'secured time services' across private and public networks under this set of controls. The Copyright attached to the GSK extensions of the US6370629 is included with each licensing agreement. The Licensing Fee is based on a USE MODEL CHARGE which is computed at 1/5th the PER EVENT CHARGE that the NYSE uses in their Licensing Models; that being 5 (five) mils (5 1000th's of a cent) per transactional TIMESTAMP instance.
Licensing is available directly or through Counsel; and all parties using the new secured NTP services post-v4 are noticed that their implementations infringe as well.
