This declaration is being made pursuant to the provisions of IETF IPR
Policy, Sections 10.3.1 and 10.3.2.

In regard to a recent submission of an update to the Internet Draft
"TDM Circuit Emulation Service over Packet Switched Network (CESoPSN)"
(draft-vainshtein-cesopsn-03.txt), the Intellectual Property Considerations
section of the previous revisions has been replaced with the
following IPR Disclaimer:

This document is being submitted for use in IETF standards discussions.
Axerra Networks, Inc. has filed one or more patent applications
relating to the CESoPSN technology outlined in this document. Axerra
Networks, Inc. will grant free unlimited licenses for use of this
technology to the users who will register and sign up at the Axerra Web
site.

Please consider me as the contact persons for further inquiries.

This declaration is being made pursuant to the provisions of IETF IPR
Policy, Sections 10.3.1 and 10.3.2.

In regard to a recent submission of an Internet Draft
"TDM Circuit Emulation Service over Packet Switched Network (CESoPSN)"
(draft-vainshtein-cesopsn-00.txt):

This document is being submitted for use in IETF standards discussions.
Axerra Networks, Inc. has filed one or more patent applications relating to
the CESoPSN technology outlined in this document. Where there is a necessary
dependence upon such patents and patent applications in implementing an IETF
adopted standard resulting from this document, Axerra Networks will license
on fair, reasonable, and non-discriminatory terms to all parties, any patent
claims it owns covering such technology, solely to the extent such
technology is essential to comply with such standard.  Any such license to a
party shall start on the date that Axerra Networks and the party enter into
an agreement related thereto and shall be granted on the condition that any
such party grants to Axerra Networks and its corporate affiliates a
reciprocal license under such party's patents for which there is also a
necessary dependence.
