V. Disclosure of Patent Information
i.e., patents or patent applications required to be disclosed by RFC 8179

A. For granted patents or published pending patent applications, please provide the following information:

Patent, Serial, Publication, Registration, or Application/File number(s)

Number: US 19/460364
Inventor: David Lee Condrey
Title: Falsifiable Process Evidence via Cryptographic Causality Locks and Behavioral Attestation
Date: 2026-01-27
Notes: This disclosure is based on the Utility Patent Application (Application undergoing pre-exam processing) filed by WritersLogic Inc. in January 2026. The application specifically claims the normative logic for Proof of Process (POP), including the XOR-based Completeness Invariant, Domain-Separated Merkle Hashing, and the INGEST/SEAL/TOMBSTONE event taxonomy. These mechanisms were disclosed in confidence to the author of the target drafts on Feb 5, 2026, and subsequently incorporated into draft-vso-cpp-core-01/02 as 'Breaking Changes'.

B. Does this disclosure relate to an unpublished pending patent application?:

Has patent pending Yes

VI. Licensing Declaration

The Patent Holder states that its position with respect to licensing any patent claims contained in the patent(s) or patent application(s) disclosed above that would necessarily be infringed by implementation of the technology required by the relevant IETF specification ("Necessary Patent Claims"), for the purpose of implementing such specification, is as follows(select one licensing declaration option only):

Licensing See Text Below for Licensing Declaration
Licensing information, comments, notes, or URL for further information

WritersLogic Inc. is the holder of the referenced pending Utility Patent. Licensing for the technology in the target drafts is currently available under the PolyForm Noncommercial License 1.0.0. WritersLogic Inc. reserves the right to provide alternative commercial licensing terms at a later date, but does not currently grant a royalty-free license for the misappropriated normative logic found in draft-vso-cpp-core-01/02.

Note: The individual submitting this template represents and warrants that he or she is authorized by the Patent Holder to agree to the above-selected licensing declaration.

VIII. Other Notes

Additional notes

This disclosure serves as a formal third-party notification regarding draft-vso-cpp-core-01/02. The normative mechanisms contained within these drafts—specifically the XOR-based Completeness Invariant (Section 7.7) and Domain-Separated Merkle Hashing (Section 4.6.1)—directly utilize intellectual property from a confidential specification provided to the author on Feb 5, 2026.

While the author of the target drafts has acknowledged 'Breaking Changes' in these revisions, the provenance of these mechanisms belongs to WritersLogic Inc. as established in our pending Utility Patent filing (January 2026). This disclosure is intended to ensure the RATS Working Group is aware that the technology in the referenced drafts is encumbered by the PolyForm Noncommercial License 1.0.0 and is not currently available under royalty-free terms for the target documents.
