This declaration is being made pursuant to the provisions of IETF IPR Policy as
stated in Section 10 of RFC 2026.

This is to advise the IETF that WorldCom, Inc. believes it owns intellectual property,
including patents and/or pending patent applications, that may relate to the Internet
Draft document entitled "Edge Based Admission Control with Class Based
Resource Management" (draft-rawlins-admctl-ds-mgt)

To the extent that the technology discussed in this Internet Draft becomes an IETF
Standard, and to the extent claims of an issued WorldCom patent -- or issuing
from any pending WorldCom patent application -- are required to implement the
IETF Standard, WorldCom agrees to offer, upon written request, and on a
nondiscriminatory basis, non-exclusive licenses on fair and reasonable terms
under any such patent claims directed to technology required to implement that
IETF Standard.

WorldCom’s willingness to grant such licenses is conditioned upon the prospective
licensee granting a reciprocal license to WorldCom under any patents or pending
applications that the prospective licensee has to any technology required to
implement that IETF Standard.
