Jeffrey & Jeff: is it that RIFT procedure is used to build flooding topology
              for ISIS's flood reduction but ISIS is still used for routing
			  state exchange and calculation?
Tony: yes and no. RIFT ZTP builds flooding topology, but you can also run
      RIFT at L1
Jeff & Alvaro: This needs charter update; should be discussed in LSR as well
