It is not recommended to carry requirements in data packets, but in the control protocol message. What is confusing is that these fields seem to be metadata required by a specific queue mechanism. Therefore, whether it is called metadata or requirement needs further discussion. In addition, this draft is redundant with another draft, although it redesigns some fields.
