the hard bits here are going to be how you map things like Merkle trees or zero-knowledge proofs into any serialization. JSON vs. CBOR is secondary.

to clarify the context for my question: As distinct from unlinkability where the issuer creates multiple credentials that are not linkable to each other, and the holder does not manipulate them

When we started building anonymous credential systems, we wanted to use JOSE because it is well established and there are many existing libraries, but we've never been able to successfully apply the short group signatures we use to the data structures and signing mechanisms that already exist in JOSE.
\nI see the possibility of doing so with JWP and that is very exciting to me.

mcr: The use of ~ rather than . suggests that somehow JWPs are trying to pass through some interface that is expecting JWS. Why?

@Richard: right, the idea is that you can selectively disclose and present a ~single message~, and that only the relevant data (issuer and released claims) can be used for correlation, not the cryptographic elements of that single message itself.

re: tildes, it one of the few URL-safe delimiters available. Many JOSE libraries assume you can differentiate the type of message based on the number of dot-delimited parts. Using tilde to delimit multiple payloads keeps these from going to variable numbers of parts.
