@Dave Thaler The best approach, IMO, is to use the canonical URI in the SUIT manifest (https://www.ietf.org/archive/id/draft-ietf-suit-manifest-18.html#section-8.4.3) and the manifest digest, which is the first element of the authentication block (https://www.ietf.org/archive/id/draft-ietf-suit-manifest-18.html#section-8.3). The SUIT Digest is the same value as is used for a dependency.
