If there is a trust independent of the IETF, then Ted is right. If not, the Trst should be dissolved and all assets moved to the LLC. Whether that's we want can be debated.

You cannot do that, according to the terms of the trust. Please read https://trustee.ietf.org/documents/founding-documents/second-amended-trust-agreement-2018/ section 8.2 . If you dissolve the trust, the trust terms forbid it going to the IETF LLC, because it is an affiliate of ISOC.
