What I was getting up to ask was what Niels meant by \"it's a normative document\", which in the context of RFCs would seem to me to imply either a BCP or a standards track document. AFAICT the IRTF cannot produce such documents.

I'll leave it up to the authors and chairs to figure out the technical merits of the draft, but as a bystander and chair of a different RG, it's very confusing to hear talk about consensus, because it's explicitly not required by RFC2014. If the group has decided to impose that upon itself then we need to be clearer about that

", "time": "2023-03-31T02:19:06Z"}, {"author": "Andrew Sullivan", "text": "

@Shivan Sahib This issue has come up repeatedly, but for reasons I never actually understood the RG decided to adopt a stance of \"RG documents\" and \"RG consensus\" early in its life.

Speaking only for myself, and not on behalf of the Internet Society, I have been nervous that this has sometimes been used as a way to \"upgrade\" RG product into something like a statement from the IETF (and I have definitely seen the use of \"it's an RFC\" to imply that). I think it's rather harmful, because it causes some policymakers to imagine that the IETF has made commitments it has not made.

", "time": "2023-03-31T02:22:02Z"}, {"author": "Mallory Knodel", "text": "

@AndrewS while I might agree I have to stand aside on this because it feels like an older decision that the authors do not want to revisit

Oh, I am certainly not arguing that we should re-open that question about this draft.

TBH I feel rather uncomfortable involving myself in the RG at all, and every time I make any observation about any of the drafts I fear that it might somehow be understood as Internet Society work. That's part of the reason I have avoided much interaction for the last several years.

I think it would be entirely inappropriate for any Internet Society employee to participate in the IETF or IRTF in any official capacity except for a few very narrowly-constrained cases, due to the funding relationship between the Internet Society and the IETF LLC. We have an internal policy about that precisely because of concerns related to funding and the influence of the Internet Society. (We announced that policy shortly after the creation of the LLC.)
