@Nick, I think the procedural documents are public, but can easily check. How many of the historical ones are readily available may be an open question. As for as \"public engagement\" is concerned, mostly via their National Member Bodies but that is, IMO, actually more public that ITU-T with representation/participation from governments and and industry-type \"Sector Members\". If the discussion is worth pursuing, contact me offlist (preferably after this week)

@John, my experience of ISO so far is that I'm not allowed to read the drafts or provide feedback, and anyone who wants to use the ISO drafts has to pay a large fee and agree not to let anyone else read them. national bodies seem very ineffective at actually gathering feedback, so I'm not sure when or why we should engage.

@Nick: National bodies differ. Working drafts are largely unavailable except to participants in their development or those National Member bodies. Finished standards -- the only thing for which there are established (and usually high) fees if one buys them from ISO -- are also often available through national bodies at far lower cost. Many (or most) of them are available through libraries that are available to the public, which is at variance with your \"not let anyone else read them\" assertion. And there are provisions for others to obtain working documents for free if they are doing relevant work on standards development. So there is obviously some confusion here (you are not the only one) and a few real problems with communication and coordination that, IMO, the IAB in recent years has aggravated. Again, more off list.
