This was RTP, so I had timestamps for each packet to use, and the receiver would compare if the packets are coming in slower than the timestamps (which says queues are building) or faster (queues are draining), and tell the sender.   This fed into the RMCAT group creation, for example.   I'm sure there are better solutions for tcp-like flows now, though.
