[Chairs]All the work can meet the timing requirement of milestones listed in the WG charter. Individual drafts should try to address the problem within the scope of CATS charter.

2.1. CATS Use Cases & Requirements Update (10 min)

+ Resolve remaining issues, especially the topics discussed on the list

[Adrian]We are not going to document all the use cases, instead, we need to document all the requirements of CATS. As people come up with new use cases, could they please make sure that the related requirements are already documented: if not, flag it.
[Welling]Can CATS can work in a non-CATS environment? need to clarify the extensibility of CATS, and state clear of the limitation of CATS system.
[Kehan]Acked, will try to add new requirements
[Welling]Need a diagram (or other text) to clarify where is the central decision maker?
[Adrian]Please read this document along side the CATS framework, you can know the context better.
[Welling] suggest to change 'Minimizing' to 'not allowed', or other stronger wording.

[Carlos]When will you decide to add ISAC into the usecases? ISAC use cases seem to be valuable to be documented.
[Kehan] Currently, the data synchronization requirement seems not so capable to the CATS, so IMHO, do not think we should add it into the draft. But we support this use case and requirement to be promoted in an separate draft. If you have new requirements, welcome. Currently, do not believe the use case should be added into the use case draft. Can add a section to mention related work in other SDOs.
[Carlos]Do not see the reason to exclude this use case. There are some related in 3GPP, ETSI, so suggest not to exclude the use case of ISAC. Excluding this will send an wrong message to ETSI about this work is not important.
[Adrian]If the authors or Carlos feel that they need the chairs to call consensus on any adding/omitting, please ask via email.
[Action on chairs - from chatlog] Find someone from QUIC community who can advise on whether stickiness is easier or harder with QUIC.
2.2. CATS Framework Update (10 min)

[Adrian]Regarding the normalization and aggregation, no need to standardize mechanisms and algorithms. But must have a common understanding of the meaning of any metrics that are shared between components.
