I agree that the US is a unique example in how major detection is, but the EU/UK in the past several years have experienced severe budget cuts to primary, secondary, and tertiary prevention programs and other kinds of social support for children. Decades of CSA research (happy to share citations) advocate that prevention simply being included in the detection agenda is inadequate. Prevention needs to be the driving agenda. That's not currently the way the ecossytem actors are moving, and certainly not how regulatory measures think of interventions. </p>\n<p>Re: image retention, yes tech companies are not allowed to retain the images. Apologies if I was being unclear on that front. The point I wanted to raise was that they are stored, maintained, and applied by ESPs, and often without regular review of their accuracy and fairness. </p>\n<p>Re: efficacy of detection. This idea that CSAM viewing is a reliable indicator of contact abuse is widely contested. In fact, a recent meta-analysis concludes that multi-offenders are 15 times more likely to reoffend than CSAM-exclusive viewers. </p>\n<p>This has real repercussions. In the US, judges and prosecutors are increasingly frustrated because they are inundated with charges for view-only offenses. For all the reasons I discussed, this ends up overpolicing and enacting disproportionately harsh punishments on children, usually black and brown boys, engaging in consensual and developmentally normative sexual behaviors. Jduges and Prosecutors also say that view-only offenses are sometimes sentenced even harsher than contact-offenses.
