Industry Panel -- Pain Points On Delivering Streaming Media [45min]

• Introductions:

  • Matt: CDN Architect at Sky
  • Guillaume: CTO, Streaming Operator
  • Steve: Runs a research team for BT, engaging mostly with Content
    Delivery

• Talked about the largest traffic events, like live events (e.g.,
  World Cup) and big simultaneous downloads.

  • Discussed a little about strategies, including things like using
    Multicast to manage live streaming.
  • One problem discussed: big simultanous switches back to unicast.

  • Game downloads also matter, and are sometimes scheduled at
    inconvenient times for managing load.

    • Steve indicated that game downloads are less sensitive,
      because a slower download isn't as much worse of a negative
      experience.

  • Government briefings, like during COVID-19, are also big events.

• Discussed advertising and how the strategies affect the delivery and
  scaling.

  • Preloading is one strategy and it takes some out of the peak.
  • Multicast groups can be clever about delivering these to the
    people who need them.
  • Manifest manipulation is one of the strageties for selection.
  • When ads are unicast and the content is multicast, it creates
    really big spikes that are hard to deal with.
  • There is a good amount of discussion about server-side ad
    insertion.

• Conversation about fragmentation in the network with all the
  different participants and technology.

  • MOQ promises to help standardize some of this space.
  • If you miss any of the big things like games when deploying
    multicast, forcing you to build out unicast anyway. So it's
    important to get all the parts covered if you are relying on
    multicast.
  • Industry Consensus is one of the big obstacles to multicast
    deployment.

• Where do you feel the most pain in network?

  • Deep... near the end users, right before the access network.
    It's the most expensive to uplift.
  • Big events cause the most pain.
  • The incremential cost of the switches as the access network
    enters the backbone.

• What's the rough breakdown of linear vs. VOD and how do you see that
  changing going forward?

  • Steve: Total viewed minutes on linear broadcasting is declining.
    Broadband peaks keep going up, though. 4k isn't available via
    broadcast, so it drives some of the broadband.
  • Matt: Agree on the 4k viewing. Broadband numbers are going up.

• How do you communicate about the peaks that might be coming so you
  can plan for them, especially when communicating between networks?

  • Matt: It would be neat if there was an automated way to do that,
    but we get a lot of value out of speaking to humans about
    things. There's a lot of stuff that can't be planned for,
    though. Some kind of API or standardized solution here would be
    really nice.
  • Gullaume: Open Casting from the SVTA standardizes the idea of
    capacity. Capacity is peak. This lets peaks be communicated
    between CDNs.

Of note -- we will be planning to do another panel at the San Francisco
meeting (IETF 127), focusing on networks in the Americas. Panelists
sought.

Tim Chown: VPNs are sometimes used for avoiding legal or regulatory
requirements. Should we discuss that in the document?
Glenn Deen: No. We're discussing operational things, access is out of
scope.
Leslie: Document editors feel this is nearly ready for WGLC. We expect
to see a new version in the next few weeks, and then I'm not seeing
anybody saying this would not go to WGLC.

MOPS Charter update [10min]

Suggested light update to the MOPS charter, specifically to remove the
paragraph anticipating an IESG review that occurred 5 years ago. If
there are any other urgent updates to the charter, please identify them
here or on the mailing list, by August 7.

Tim: I don't usually come here, but I notice there's no milestones set.
Should there be?
Eric: Milestones are usually updatable by the chairs. What matters a lot
in the charter is the work items. That's the contract between the IETF
community and the working group. The milestones can be changed as
necessary. They are not required.
