In December the ITU-T held the World Conference on Telecommunication (WCIT) in Dubai. WCIT focused on the update of the International Telecommunication Regulations (ITRs), which were previously updated in 1988. The ITRs are contained in a treaty that states how countries and their telecommunications networks interconnect with one another. The key issues before the conference included what organizations and networks would be governed by the treaty, whether the Internet would be covered, whether cybersecurity would be addressed, whether specific billing models would be adopted, and whether content would be governed. Of the participants, 89 countries signed the treaty and 55 did not, although they and others may later accede. The treaty comes into force in 2015. This session will provide participants an overview of the processes leading up to WCIT as well as a summary of the results, what related related events there are, and an opportunity to ask questions.
