* CBOR Bis status update and WGLC issues left

TODO from last meetings:
* jeffrey's review --> DONE in PR
* implementers review --> see issue 153 and 156. We need to take a position, particularly on #156, where we are not precise enough. Jeffrey also reported some of this.
There are other implementations, would be good to do outreach after we have a position on the generic decoder position and after we publish an update.
Probably we would need to have a second WGLC.

Still TODO:
* duplicate keys
* issue 138 --> would be good if Laurence could do a review https://github.com/cbor-wg/CBORbis/pull/159
* francesca's review
* Last read through from Carsten with WGLC in mind

CB: Good discussion in IETF106, need to write that down. Need to go back to the meeting recording and write down.
